Requirements for Candidacy
1) Any individual who belongs to a party in good standing that has been admitted to the Internationale is eligible to run for Chairman of the Internationale.
Election Process
1) Eligible candidates must declare their intent to run for Chairman 6 days before the end of each month.
a) A designated forum thread will be posted for this purpose by the sitting Chairman.
2) At the end of the declaration deadline of each month, the candidates will have 3 days to publish a platform or otherwise campaign.
a) A designated forum thread will be posted for this purpose by the sitting Chairman.
3) 2 days before the end of the month a vote will be held that includes all candidates who met the declaration deadline unless they have withdrawn their candidacy.
a)A designated forum thread will be posted for this purpose by the sitting Chairman.
b)Only Members of Congress may vote for Chairman of the Internationale
Impeachment Proceedings
1) Any Member of Congress may initiate impeachment proceedings against the Chairman of the Internationale by posting an impeachment proposal.
a) The member of Congress that initiates the impeachment must include the charges and evidence for impeachment in the impeachment proposal.
2) An Impeachment proposal requires the support of 1/2 of Congress' support to temporarily suspend the Chairman's powers while discussion takes place and arguments are heard.
a) Impeachment discussion may not last more than 48 hours.
3) At the end of the impeachment discussion period, a vote of the Members of Congress will be held to remove the Chairman from Office.
a) Impeachment votes may not last longer than 48 hours.
b) If 3/4's of Congress vote in favor of removing the Chairman, the current chair loses all powers and privileges associated with the office immediately.
c) If the impeachment vote fails, the Chairman immediately has all suspended powers returned immediately.
4) Members of Congress may be banned from proposing impeachment by a majority of Congress if the proposals are deemed spurious and disruptive.

This is another area that I think we need a little more detail on the procedures. It is broadly defined powers in the Constitution. I did my best fake legalese. Please critique. We can amend it before the vote.
Pursuant to Proposal 1 which has now passed, all forum members may discuss, but only Members of Congress may vote, second, etc.

I think that there should be two rounds of voting, unless there are less than 3 candidates.
So top 2 candidates after the first round qualify for the second. Makes sense no?

So what would that look like? If we require a majority, then we could put a provision for instant runoff voting in the case that a single candidate does not earn more than 50% of the votes. The runoff election will be between the two top candidates?
That might be the best way to go. Let's just change it so that the first roound vote is just 24 hours long and occurs on the second to last day of the month, which leaves us the last day of the month for the second round if it is needed. The term will begin on the 1st of the following month.
