First item of business Media and Publicity

The Org Comintern and the newspaper L'Internationale was chosen as the official org and paper of the Internationale

It was decided that an editor for the newspaper L'Internationale should be elected by the congress. The editor will have complete control over which articles are published.

Weekly editions will be released, however the editor has the final say on which day they should be released on. The articles will be released in a different country every time unless the article is of particular significance to a country which has already had an article published there.

second order of business Red Brigade

The Internationale Red Brigade will have a military committee comprised of one Commander/Chairperson and one delegate from each of the participating militias.

The committee will decide on the best targets for operations this will be decided by a majority vote. In the event of a tie the Commander/Chairperson will have the deciding vote. (This is because in military situations decisions may need to be made very quickly)

Militias will maintain their independence in no way will this be considered a Internationale army. Militias will have complete control over their own deployments but may choose to cooperate with other militias from the Red Brigade. When the militias do deploy they should inform the Commander/Chairperson of their deployment. Militias should supply themselves with resources needed for deployment i.e. weapons, tickets, gifts, gold for tanking and any other resources that may be needed. This will not affect any deals made between communes or other party businesses for instance if one party traded tickets for weapons with another party this would not be the business of the military committee and disputes would be settled by the security council.

The job of the Commander/Chairperson is to coordinate the military committee, to organize meetings and to settle disagreements within the committee. The Commander/Chairperson will also have the final say on when to deploy and the casting vote in the event of a tie. To negotiate with other militias outside of the committee who may come to us offering support, to negotiate with governments in countries whose regions we may start resistance wars in to maximize the chances of success.

The military committee will aim to deploy on one operation month. A block of three days should be chosen once a month as days in which the militias could deploy. The reason for this is to avoid leaks to hostile entities of exactly when a battle will start. The militia heads will inform their own militias of when battles are likely to occur and when the exact time of their deployment will be. Each member of the committee will have the option of proposing a target to attack. The targets should be chosen on chance of success, cost and the need for liberation.

The militias have the choice of not deploying under the following circumstances
Economic damage-might be losing a region in a fight, which inflicts serious damage on the commune system for instance.

National security-If a militias own nation is under attack they are not expected to deploy and any help that can be sent should. Although this does not extend to nations within their alliance.

This plan is still largely incomplete and is subject to the agreement of individual parties and militias.

There was a brief discussion about the future economic plans about the possibility of another fully supported attempt at Gosplan and future parties involvement in OCTO or projects following the same plan but nothing was decided.

The second meeting the following day at 23:00 GMT did not happen.

Just to clarify it will be run by the Internationale Military Committee but will not be known as such. After a discussion with Macht Geil it will be named the Red Army.

Human Resources Department

The Human Resources Department will have a head of department appointed by congress. The Head of Human Resources duties will include:

• Maintaining activity on the forums of all members and of the congress members themselves

• Recruiting new members and parties from within the game

• Recruiting new players from outside the game via forums and social networking sites

• To deal with any concerns of members and be the first port of call for members who wish to make complaints before the matter is escalated to the security council

The department will mass message inactive members and pay particular attention to inactive congressmen. They will recruit members from in game via the forums and by liaising with far-left parties who are not already members. They will recruit from outside far-left forums for example Revleft, there are also plans to create a Internationale Facebook group to hopefully attract some new members. Any gold acquired from attracting new players will be sent to the Comintern org which will act as the Internationale central bank for the immediate future.

Security Council

The security council will be expanded with the Heads of Department filling the extra spaces. The position of Security Council judge will pass to the next elected chairman.
